The debate on reforming the German health Insurance program has suggested a wide range of proposals extending from stabilizing the existing system by introducing capitation to more extreme options pleading for a partially or completely funded system. Moreover, one international option, the Medical Savings Accounts model in Singapore and South Africa, has been discussed. This paper aims to provide an overview and tries to categorize and assess the proposed models. This contribution focuses on the financing of the health insurance system. It is rather unlikely that revolutionary approaches to reforming health insurance will be supported by the corporatist German system of health care. A more evolutionary advancement of the existing system seems most likely.
